Some sort of tool activation is probably the only way to put a dent in it. Its takes a lot of loss from stolen tools to rise above the mountains of legal bills they would have (from customers, employees, and the criminals) if they tried to physically stop the theft. The same thing happens in all big stores, Walmart, Lowes, Meynards… They don’t want theft obviously, but they also don’t want the liability that comes along with physically preventing it. Had they ran over someone in the parking lot or something the cop would have probably lost his job. No one from HD offered to help and the criminals just ignored the cop trying to stop them. A truck was waiting for them in the parking lot and they just tossed in as much as they could and drove off at high speed.
Recently in Phoenix an off duty police officer tried to stop 2 men that walked out of a HD with carts filled with power tools.
